The iPhone is disabled? Or the Apple ID is disabled? (If it's the Apple ID that is disabled, do not follow the steps below...they will erase your phone.)
Once the phone is disabled, you're out of options. You have to erase it and start over again. You will lose everything off the phone.
Connect the phone to a computer running the latest version of iTunes.
Hold down the home button and the power button (power button and volume-down button for iPhone 7 or newer):
1. the phone screen will go dark - keep holding the buttons
2. the apple logo will appear - keep holding the buttons
3. the iTunes logo (with a wire) will appear - let go of the buttons
On the computer screen, you will see a prompt that will say there is something wrong with this phone. Choose restore. THIS WILL ERASE ALL OF THE CONTENTS AND SETTINGS FROM THE PHONE, AND YOU WILL LOSE EVERYTHING THAT WAS STORED IN THE PHONE!!!
Follow the prompts. The phone will be ready when it says Hello on the phone screen.
