ID password reset

Hello, how can I change my password reset option from (trusted number) to (send a rest email to my outlook mail ) instead?. because they said you should 24 hours to receive a pone call but I didn't and now I am sadly stuck at phone number reset option. when I tried again they said wait for 15 days!!!!. what should I do ?
