All, Below is an example of my iPhone 6 screen. I see on the Apple site I can expect a repair cost of $129(approx) for a new screen. My question is: Is this just a screen issue or a more expensive repair problem. All software options have already been explored. All thoughts welcome. Thank you.

It's difficult to diagnose this kind of issue remotely.
Seeing your screenshot, it seems only a screen problem, but it's only my opinion. It's really better if you have your device inspected at your most convenient Apple Store: Apple - Find Locations - Location Selector

You would do well to have the phone evaluated at an Apple Authorized Service Provider (AASP). They may have an easy fix, or, as you said, need to do a more extensive repair.
