I have found an app I would like to purchase in the app store. However I can not find any way to make the purchase. In the past, there is usually a BUY or GET button. Not on this one. What am I doing wrong?

It sounds like you are using a browser on your computer (?) - apps have been removed from iTunes 12.7+ on computers so the link to the store from a browser were removed. You need to use the App Store app on your phone, or if you have an earlier version of iTunes installed on your computer you can search and buy directly in iTunes
