mac0s high sierra 10,13,3 macbook pro how to fix preview black screen when I need to see a PDF file I can see the thumbnails but not the main screen I have no idea where to start

Does this problem occur with all PDFs or just some of them?
Does this problem occur with Acrobat Reader?
Does this occur for a different user, e.g., Guest?
Does this occur after starting up in Safe Mode?
Consider the possibility of a third party software conflict. EtreCheck can be used to investigate what is installed.

yes it occurs with all PDF files,
I believe I don't have acrobat reader it isn't in my app list, but I do have flash player in my system preferences as well as java and NTFS for mac OS X (for my seagate external drive) I remove them.
yes it occurs with different users, I restart in safe mode and remove all login items and run the EtreCheck diagnostic but I still have the problem, is there a way to delete and reload the preview app or any other suggestion.
