Ipod 1 A1337 won't charge or start, but shows life

I have been given an ipod 1 A1337 in excellent condition with no signs of anything not functioning (specifically all the buttons have a good solid "click" to them), that I've been told was fully working until a couple of months ago, with THE EXACT same problem, it is quite a specific issue and the usual "check your cable or reset by holding power & home button" solutions do not get to the root of the issue... I believe the battery itself is not dead (or could it be?) as a perfect "connect to iTunes" screen is displayed (confirming the device itself is not a brick) when plugged into a wall socket and reset procedure is initiated... but as soon as the USB is attempted to be transferred from wall-power to a computer the ipad powers off to black in a fraction of a second... Yet the ipad will never achieve this screen state when attempted directly from a USB computer connection.

Why is this? Is the power output from a wall socket vastly different from that of a computer-USB-port (I have tried several USB 2.0 & 3.0 ports on Windows PC's and Laptops, I don't have access to any Macs)? I ask because when connected to a wall socket with no buttons pressed on the ipad, it appears to be power cycling in an attempt to boot-up by showing the apple logo for a few seconds then going black for between 10 and 40 seconds before repeating, perhaps never reaching sufficient charge to actually start up. In contrast whist on USB from a computer it simply makes a tiny white flash every 5 to 30 seconds and no solid picture is every displayed.

Any help on this specific problem, that is obviously not a "one-off" with musicnyc's post, would be appreciated,
