Installed apps are not shown in the "allow cellular data for" section in cellular data setting and I cannot allow cellular data usage to them. ( Iphone 5c ios 10.3)

How do I get back Installed apps to be allowed to use cellular data when they don't appear in the "allow cellular data usage" ?
