Setting up Mrs. Gatti’s new iPhone. We had both been under my Apple ID and were having trouble with both phones ringing and getting calls. Did a iCloud backup before starting to set up her new phone under “Set up as a new phone.” Used her separate Apple ID for new phone. Set up family sharing for iCloud. However, when I went to backups, i do not have the option to restore from the backup I just did from her phone under my appleID. Any ideas? Thanks.

Because you signed in with her new Apple id and not the apple id that has the backups.
