i bought an ipad and signed in with my Apple ID which I use on my phone. Sadly it won’t let me download already purchased apps.. maybe there’s something that needs to be turned on?

What happens when you try to download them ? There isn't anything that needs to be (or can be) enabled, you just need to go to the purchased section e.g. tapping on your id at the top of, for example, the Updates tab in the App Store app.

That's very odd... Where did you purchase it from?
It shows the cloud to repurchase but then it won’t let me do it. I can’t even tap on it,what could be a problem?
Is it greyed out/protected ? If it is check Settings > General > Restrictions for an app restriction,
Somehow it doesn’t have that enlisted :/ I am confused how that future can disappear?
Do you mean Restrictions isn't showing ? Was it a 'proper' iPad that you bought, not a demo model with a special version of iOS installed on it ?
its a regular iPad has iOS and everything works well except that :/ what can be done?
It's the only thing that I can see missing, and you don't have a profile installed so it can't be hidden because of that. You could try a backup and restore, or go to an Apple Store in Brussels
