Books won’t sync on new ipad

My books are not syncing to my new iPad Pro. I’m signed in with apple id and the sync collection box is checked. I can see them on my old ipad, but not on the new one. Not sure what else to do.

They were bought from the iBookstore on that account, and you haven't moved countries since buying them ? If they were and you haven't they should show there, unless you've hidden them : Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support

'Sync collections' doesn't copy books between devices, all it does is if you have a book already downloaded/synced to both and you move it into a collection on one of them it will be moved into the same collection on the other. If they are ibooks that are still in the store go to the Purchased tab in the iBooks app and download them on it.
