While using my iPad, I want to only see the Dock while on the home page but not while I am in an App. I do not want the multi-tasking. I have turned multitasking OFF in Settings, but if I swipe up, while reading an article for example, the dock floats up. I find it irritating and distracting.

Yep. So do others. It pops up a lot in my other apps, especially games. Unfortunately there is no way to selectively see the dock.
