Getting the error message of "this email address is already being used " when trying to login to my second apple id

I am trying to login to my second apple Id but getting the error message of" this email is already being used" during the verification process after entering the verification code. FYI: I haven't find this email id is being used anywhere in my first apple id account why am I getting this error message? Any idea?
