icloud high efficiency original question

I am setting up iCloud on my windows 10 PC. I want to keep all of my raw and jpeg photos on my computer hard drive and just load a copy on to the cloud. There is an option to "keep high efficiency original". I have no clue what this is or what it does if selected And ca find anything in support.

if it matters I am not downloading photos stored on my iPads to my PC.
