storage unit

Brought storage unit at action. Legally own everything in unit according to contract from business. Is there a way to apply for the unlocking of an iPad or iPhone that I now own or are they basically bricks?

iCloud: Activation Lock - http://support.apple.com/kb/HT201365 - This is a security feature to deter re-selling of stolen devices.

Turn off Find My iPhone Activation Lock (formerly: Activation Lock: Removing a device from a previous owner’s account) - https://support.apple.com/HT201441 - If an activation lock was put on a device, only the owner of the account that applied the lock can remove it.

Sorry, if they are activation locked, they can only be unlocked with the assistance of the previous owner. If you cannot contact the previous owner they are, as you noted, basically bricks. See: Turn off Find My iPhone Activation Lock - Apple Support
