Buying Apple Watch Series 3 Cellular

I have been wanting to get an Apple Watch Series 3 Cellular, and I am on M1 network. If I buy the Apple Watch from Apple directly, can I use the cellular function on the Apple Watch? Or do I need to buy the Apple Watch from the telco?
