Keychain Access

All my passwords, which were saved through keychain access have disappeared... I even tried restoring my Macbook Air with OS X El Capitan 10.1.16 from a previous backup when it still worked.

Missing passwords in keychain I had to hard reboot because an app would not close and would not allow me to restart. Then the keychain required an update after which all my passwords were gone. I can still see them on other devices but I cannot get this MacBook to sync down those passwords from iCloud. So frustrated.

No access to Keychain I bought a used Mac air with Catalina, being a newbie to apple computers I somehow corrupted Keychain Access, the folder in the library is also missing, I have tried resetting but it does not work. What or how should I do to regain a new Keychain Access? Thanks much. FTR
