How do I update iPhone 4s to 9.3.5 without using Wifi but with Internet bundles
each time I want to update I'm asked to use Wifi

You can only update via wifi. If by 'internet bindles' you mean cellular do you have another device that is connected to it which has the ability to be used as a personal hotspot which the phone can effectively use as a wifi network ?
