Did you purchase this iPhone used? If so, it would seem it was not wiped correctly. You would need the original owner to remove the device from their account to allow you to use it.

If you are the original owner and you do not recognize the Apple ID, or are having difficulties activating the device, then make a Genius Bar appointment at the nearest Apple Store and bring the device, your original receipt, and your ID and ask for help.

Hi I bought a second hand iphone 5 mobile and after few months i restore it but I have a I cloud id problem on it...can any one tell me how to remove the I cloud id or how to found the orignal owner..

No one here would be able to help you find the original owner. You would have to try to do that on your own, and Apple will not help either. If you cannot find that person, then the phone is worthless to you now. There is no way to get past Activation Lock without the previous owner removing it, You will never be able to activate it now.
