Conflict between new and old ipads

I have a new iPad Pro. I want to continue using my old iPad 2 for a few basic functions. So, I removed apps on the old pad - but they reappeared. Turned off WiFi, tried again. They’ve gone - from both ipads.

iPad Pro Wi-Fi, iOS 11.2.6, iPad 2
