Deduplication caching duration?

I have a workflow for a certain Photos folder that goes like this: It's a mix of files which I've saved on my Mac, and from my iPhone and have transferred to be stored locally on my Mac. I then delete all in the Photos app as well as empty Recently Deleted. I rename the local files. I create an album in Photos, add the images, and sort by Title. On the Mac, everything is fine. But in iCloud and iPhone, the sort order still seems to be either chronological or based on the filenames as they were when they were originally saved on the iPhone (IMG_####).


My guess is that the iCloud Photos deduplication cache isn't cleared immediately upon deleting the photos, and if I wait until after it expires to upload the images, they will sort correctly. Does anyone know how long that cache takes to clear?
