WhatsApp Backup iCloud iPhone 7

I had an iPhone 6S with a WhatsApp backup on iCloud. Unfortunately, the device was stolen. Now, with an iPhone 7, I downloaded the backup from iCloud but the photos would only appear with question marks (?) and white boxes.

Without the other phone, is there a way to solve this? Maybe downloading the same version of WhatsApp that was being used when the backup was made?

Yes, the pictures are part of a WhatsApp in-app backup that is on iCloud (not iPhoto backup pictures).

Make sure the phone is plugged in and connected to WiFi. Are the photos in iCloud.com?
