Try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support

My account is unlocked and I have change the password many times and changed the password but nothing has changed

Do you mean locked ? If you do then have you followed all the instructions for re-enabling it or have you only reset its password ?
