Hi!
My iCloud Drive takes ~28 Gb, however I can only see some files that take something about 20 Mb. Where are remaining 28 Gb? There are no any other files - I can’t see them neither from iPhone nor from desktop.

Try signing out of the device and sign back in. If that doesn't work, consider reaching out to Apple Support as they will have to intervene from their end.
It’s not only on iPhone, I see same situation from iCloud in desktop internet browsers
Then reach out to Apple Support.
