It says my apples id is disabled so got the new password and it still says it

My iPad is disabled so change password and it still says disabled

A disabled iPad is different from a disabled Apple ID and the disabled iPad scenario is covered here: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
