Does Apple Watch series 3 GPS plus cellular have to be setup with cellular?

I bought a series 3 gps plus cellular but am wanting to just setup with my phone without the cellular plan

You do not need to enable the cellular capability right away. You can just use it along with your phone. If you wish to use it independently, then you need to pay for the service plan for the watch.
