How do I remove the notification?

I got a Snapchat notification and not it’s stuck at the top of my 8 plus. I can't scroll or slide to power off. I tried to use the home button and power button but that didn’t work either. Please help

Can’t turning notifications on back after turning it off I have turned off the notification function of a certain app in Setting for a period. Now I turned it on back but it doesn’t work. It stays off. It is confirmed that the notification function inside the app is already turned on. How can I fix it?
