Please help I have had enough

i have iPhone 6 and im trying to download apps but it requires my Apple ID so I put my Apple ID in and it says it's been locked so it says to unlock account I click unlock account but it just comes up saying to reset my password I have already tried that and it still does the same thing please help I have had enough of this I just want to download apps
