An iPhone running iOS 11 has the Files App which is the closest you'll get to a file manager.

Use the Files app on your iPhone, iPad, and iPod touch - Apple Support

Due to the nature of iOS, there really is no File System for a file manager to access.


This is by design, to make the iPhone more secure so its unlikely to change, however you are free to give Apple Feedback about it: Feedback - iPhone - Apple
