We are fellow users, nobody on here can potentially refund anything. If by 'did an update' you mean that you bought something in an app and not received it have you contacted the app's developer ? What did they say ? If they can't or won't help contact iTunes Support e.g. via the emailed receipt, your purchase history or the 'contact Support' link at the top right of every page on here.
You cannot reach Apple directly through these columns as they are manned by volunteers, users, much like yourself. However, we can help you … but do be aware that although Apple usually treat requests sympathetically where a genuine mistake has occurred, refunds are discretionary, not a right.
On your APPLE electronic receipt you will see an invitation to ‘Report a problem’. Report what you say here as your problem and Apple will contact you.

Question: Goodmorning I did an update on 2nd March 2018 and I was charged N640 and the update was not made on my phone and today N450 was deducted again from my phone. Please I will be much grateful if Ma request would be attended urgently.
