The just want you to verify your 3-digit security code on your credit card billing info!

SETTINGS>ITUNES&APP STORE>touch your APPLE ID>VIEW APPLE ID>PAYMENT INFORMATION>ACCOUNT SETTINGS...then put in your security code for your credit card and you can update and download apps again. No need to reboot.

What do you do when your payment method is none?

It could be that your card has not been accepted or you have an outstanding balance. Have you checked your billing information? Is there more to this message.
