Why is my iPhone “system” taking up over 11gb of my 16gb storage space?

I have an iPhone 6s Plus running iOS 11.2.6. For some reason my storage is maxed out due to the “system” taking up over 11GB of my pathetic 16GB of space. Can anyone advise me on how to go about fixing it? I’ve already tried to restore the phone and that didn’t have any effect. Is it just a bug or am I the only one with the problem. Any help would be much appreciated :

When system is taking up too much storage space, it's time to restore your phone. You can restore from backup or iTunes. This link will tell you how: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

It’s not just you. My system is taking 10 gigabytes out of 16.
