iPhone is blocked for security reasons

hello, I can not contact technical support, because I'm in Tajikistan and geolocation can not determine my whereabouts; besides, I can not call technical support from Russia to talk about my problem for two days now I'm trying to contact with technical support. please help me here is my number +********
