i am in the process of transferring from an iPad Air to a Mini 2. On the Mini I cannot move any apps to the dock. I had no problem doing this with the Air or my iPhone and can’t find what I am missing.

Just to the dock. I’ve created groups, moved them around, delete apps, whatever. But, when I hover on the dock and try to drop them, they just go back to their original position. I don’t have this issue on any other Apple device and am kinda dismayed by this.
you can't move them anywhere or just not to the dock ?
Well, I cleared all the open screens and restarted the d vice with no luck. I then tried a restart by holding the power and home button and that had no effect on the issue either.
