iOS 11.2.6 weather app and Watch local weather not updating

In the last ~2 weeks, (a) the local (location-driven) weather on the iOS weather app (iPhone X) has not been updated, though all the saved cities are, and (b) no weather information is passing through to my linked Watch, either for the local area or the saved cities. I've checked all settings I can find and don't see anything askew.

Is this a known bug and is there a fix?
