Its probably a scam. Apple never sends those types of emails out. They have other ways of letting you know when that happens.
Make sure the email is actually coming from Apple:
Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
Identify legitimate emails from the App Store or iTunes Store - Apple Support

You are sure that it’s a genuine email from Apple and not a phishing attempt trying to get your account and payment details ? Is the email addressed t you by name ? Apple doesn't send emails about accounts being locked except in reply.
