The only way to track it is using Find My iPhone.

If Find My iPhone was not enabled on the device, there is no way for you to track it.

You can give the IMEI number (and/or the serial number) to the police department. It could be useful to identify your device (if found) and to demonstrate that the iphone belongs to you.
