I have same problem too. I google and filter 1 weeks ago posts, so many people have this problem. Not only 1 weeks ago, but also end of last year have same situation. Many users have same problem when iOS version below 11.x that device cannot be activate!!!
That's why I think apple attempt forcing users to upgrade their device iOS version. That can make people to buy a new device, and let apple get more profit.
Even using SIM, WiFi or the latest iTunes, that also cannot active device. Oh, that's so weird! Why? Why apple? Why Cook? Somebody here? Can you hear? Hello?

Some have reported that temporarily removing the sim allows activation to complete.
Otherwise, 5 possible causes for that error message:
1] Activation server is actually down. Very rare occurrence, and of short duration when it
does happen. Solution - try again.
2] Your firewall and/or antivirus software are preventing the necessary connection. Solution -
temporarily disable your firewall and/or antivirus software until the activation completes.
3] computer being used for activation has been used to jailbreak an iOS device in the past.
Solution - use a different computer.
4] iPhone has been jailbroken. Your favorite search engine may provide some direction, but jailbreaks often prevent
activations/updates from succeeding. Per Terms of Use for this forum, discussion of jailbroken iPhones is
prohibited.
5] your region and/or timezone settings are inconsistent with your actual location. Solution - set region and/or timezone correctly.

That message indicates that the iPhone had been replaced and should
have been shipped back to Apple, but was either not sent or lost in
transit or stolen while in transit.
Is this the same iPhone that was having problems activating?
it was purchased in saudi arab by my Brother at that time he was working there.
and when he come here to Pakistan he give it to me.
One thing i tell you when i haven't update it that time it was iso 9.0 i recover my phone several times then it will connect easily to the apple server. but when i updated it to iso 11.2.6 now its not connecting to
the apple server
