How do you start a new Apple ID?

Is there a way to simply create a new Apple ID so that my kids, who each use their own ipads, can have different game centre accounts but still the same iTunes account? I've tried logging out of iTunes to see what options I'm given when trying to sign in again, but the App store doesn't give me the option to create an account, only sign into an account.
