Pairing Apple Watch to a new phone

Just upgraded to the 8+. I unpaired and removed my Apple Watch from my old phone. I paired my watch to new phone choosing pair as a new watch rather than from restore. My watch has been acting glitchy with old phone. Currently I am not receiving notifications for texts, news, weather, or movement such as stand and breathe reminders or goal completions. I have checked and double checked all my settings on watch and within the phone app. Please help! Should I unpair and pair from the restored state? I’m really bumming my watch is not working properly.
