Two Factor Auth Prompting Over and Over and Over

This morning I logged into icloud on an old iPhone 4S so that I could factory resent it. Since then, my mac, iPhone and iPad are all unusable as they are constantly and repeatedly prompting me for 2FA.

The message, "Your Apple ID is being used to sign in to a new device" Do not Allow / Allow is coming up at a very fast pace on all devices, meaning I cannot use any of them.

Any advice?
