New icloud terms and conditions

My IOS device reminds me that i need to agree "New iCloud Terms and Conditions" so that I can continue use my iCloud service. However, every time i click the "agree" it just take me back to the upper page, which ask me to sign it again. how can i solve this.

Terms and conditions agreement on IPAD 6th Gen 2018 I set up my username and password for my Ipad. When I try to sign in it accepts the Username and Password but then asks for me to "AGREE" to the terms and conditions. Perform a soft reset - Apple iPhone 6

From the home screen, press and hold the Home key.Note: A soft reset restarts your phone and does not erase any of your content or data.
While holding the Home key, press and hold the Power key.Release both keys when the Apple logo appears.
The device has been soft reset.

it turns out that only my 6s cant "agree" the terms when I use my MacPro, it allows me to "agree" it.
