itunes won't give me permission to open for windows 10

I tried all of the advice I could have possibly received from nearly everyone and I still can't solve this issue!!!

About a month ago, I got locked out of my iTunes app on my Windows 10 laptop. I got an error message saying that I did not have permission to access this folder and that I needed to get permission, because for some reason it thinks that I am someone else besides the admit. Although I am the admin for my laptop as I am the only one that uses it. I tried to access the permissions by going to the right file in the program files. Still can't get access to it. I tried to update the security info, still couldn't get access to it. Tried to install a device that would let me get access to it, still wouldn't let me open despite me being the one that could. So I gave up and uninstalled the app, which included all my information on there, and reinstalling and starting from scratch. AND YET I STILL COULD NOT GET ACCESS TO THE DARN PROGRAM DESPITE IT BEING WIPED FROM MY HARD DRIVE!!!!!

I still have no idea what is happening or what I did wrong. I remember that before I got locked out I updated my Microsoft Office suite because when I tried to open a Word and Excel document it would not update for me. Could that be it? Or do I need to do something to my hard drive???
