There may be a number of reasons why but the first question would be is it locked to another carrier? If so, you'll need to get it unlocked first. If the phone is unlocked then I would talk to US Cellular and make sure see if they can help you get it working on their network.

The AT&T version of the iPhone 7 and 7s do not include a CDMA radio. US Cellular is a CDMA based network provider. To use an iPhone 7 on US cellular, you’d need to sell your AT&T version and get the Verizon version.

It is locked. How do I get it unlocked? It was on an aquaintance’s At & T account. They bought the phone for their personal use and didn’t like it so it was gifted to me.
