ICLOUD will not release my phone

I can not get activation lock off of my phone even tho i have released it from icloud.i was on the phone w apple last night, the girl couldn't figure it out either, so she had me restore it overnight, i come down this morning to check on it , after restore, same thing, also i KNOW the activation lock , AND password, and it just keeps going back to the same screen , after typing correct info in....help me get this phone OFF activation lock, so i can give the phone to my dad!!!!
