how to cancel payment information?

I already tried updating it and click switch to none but it’s not changing. Please help

Go here - Contact Apple Support - select "iTunes Store and App Store" and choose "Billing or payment questions" from the sub-menu. Apple Support should be able to cancel any payment if issued in error and also advise you what the payment was in reference to.

I've been getting billed $9.99 monthly and i didn't authorize this payment. What is this for? Do i call my bank to cancel?
