Cannot find "Download and Keep Originals" in iOS 11

Hi,

As the iCloud is full, there is no space for WhatsApp backup. So, my friend deleted all photos in the iCloud(Thus he need to back up or store them to other storage within 30 days before they're deleted permanently). However, we cannot find "Download and Keep Originals" option as instructed in both apple official support page and the automated email sent to him to save the iCloud photo to local iPhone storage.(Settings>AppleID>iCloud>Manage Storage>Photo)

In the "Manage Storage>Photo" setting, there are only 4 options: iCloud Photo Library, My Photo Stream, Upload Burst Photos, iCloud Photo Sharing.

Do we need to activate other setting(s) for it appears or it is moved to somewhere else?

~40GB of space is available on the phone while the photo in iCloud was ~5GB.
