Apple Pay works on Mac but not on iPhone

ok, so contactless Apple Pay works on my iphone 7 plus BUT NOT Apple Pay for websites. every time I get a red exclamation mark on my address.

I have tried deleting and adding address again

I have contacted my bank and confirmed address is right at their end

I have removed my cards from Apple Pay and re added them

I have reset my iPhone

like I say same cards on MacBook pro and Apple Pay works fine

im uk based so the tip of changing state code won't work..

any other ideas?
