I have Apple Music my son and daughter want Apple Music how can I do a family plan instead of individual account where is more expensive

Do you have Family Sharing set up for your family : Family Sharing - Apple Support ? If you do you should be able to change to a Family subscription on it : Manage your Apple Music subscription on your iPhone, iPad, iPod touch, Mac, PC, or Apple TV - Apple Support

No I don’t have family sharing. I can do that and then they can start on their own I tune. My card will only be charged as family account

A Family subscription to Apple Music is only available as part of Family Share so yes, you will have to set up a Family Share and take responsibility for the family's purchases.
