How can I finish setting up my Apple Pay without it saying contact apple?

I was in the process of setting up my Apple Pay. When I took a picture of my drivers license to confirm who I was, it didn’t go through. Because of that, I wasn’t able to finish. I was thinking because I am 17 that it wouldn’t let me go through and finish. But I already have money on my Apple Pay card that has went through successful and I have 25 dollars that still says pending after 6 days of receiving it.
