my icloud profile picture is not viewable to others

Myfriends are supposed to be able to see a picture In messeges but it doesnt work any tips or tricks?

Thanks for the article. I looked it over and yes I did do it correctly. It shows up on my profile on icloud it shows on my phone in settings and on my contact just no ones elses

To be clear it is showing up in my phone settings my contact and also the icloud website. The problem is no one else can see it and that is the whole point.
